Qatar National Human Rights Committee explained that it has received up to 190 complaints from Qatari students studying in Egyptian universities; they are prevented from completing their studies and some of them were prevented from entering final exams in September 2017, due to the recent measures taken by the Egyptian authorities that oblige the Qatari Students to obtain security approval for the purpose of obtaining the entry visas to complete their studies and enter exams in Egyptian universities. Although the authorities in the Arab Republic of Egypt have already announced that Qatari students enrolled in Egyptian universities are excluded from the decision imposed on Qataris wishing to visit the Egyptian territories, the Egyptian authorities denied entry of Qatari students studying in Egyptian universities without obtaining Visa. Although some of these students have already obtained the necessary visas to enter Egypt, the Egyptian authorities denied their entry after arriving at the Egyptian airports claiming that they have not obtained the required security approvals and demanded that they return to the State of Qatar, which deprived them from entering the exams through no fault of their own.
The Egyptian authorities also put many obstacles to obtain the necessary security clearance to obtain entry visas by Qatari students studying in Egyptian universities, which caused their failure to attend classes of the new academic year 2017/2018, and enter the examinations of the second round and other examinations previously approved by the universities during September and October 2017, which causes severe damage to them, in flagrant violation of their right to education. In this regard, The National Human Rights Committee has addressed the National Council for Human Rights in the Arab Republic of Egypt and also addressed several international organizations, including the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations High Commissioner for Human Rights (OHCHR), Amnesty International and Human Rights Watch.
