A delegation from NHRC, headed by Mr. Fahad Bin Mubarak Al-Hajri, Director of the Financial and Administrative Affairs at the Committee visited Qatar Foundation for Elderly People Care (Ihsan) as part of the annual initiative undertaken by the Committee to communicate with the elderly and present to them Eid Gifts.

Mr. Fahad Al-Hajri said that over the past three years, visits to our elder parents make them feel they are socially-worth. He added: We were happy with our presence with them and heard their stories that are not found in books on ancient community in Qatar and their travels, tours and trade between Asia and Africa. He pointed out that the information in their minds needs to documented to reserve the history of our country. Al-Hajri said that the NHRC considers it necessary to communicate with this important category in our community to let them feel that they still have something to offer, statistics and studies confirms that an important sector of the elderly is still in a good physical condition which constitutes a significant economic value, If we have proper planning for the elderly, we can get into this force to the fields of productive work, social guidance, and building a spiritual community. Al-Hajri called all state institutions to visit our elderly parents and said: We want to make them feel their value in society and benefit from our visits to them in terms of historical information that we receive from them. Al Hajri pointed out the comprehensive opinion on Human Rights of Islam, which raises rights that are not even included not know modern international laws for all age groups, and added that Islam gives the elderly additional rights under their need for moral and social care and also emphasizes the need for family care component, this is included clearly in many Quranic verses.

For his part, Mr. Mohammed Saleh Al Nasri, head of health services department at Ihsan, highlighted NHRC’s annual initiative and gave a detailed briefing of services provided by Ihsan to this community group. He pointed out that the NHRC initiative and similar ones help in integrating elderly people in the society.

The Training course on the “Ideal framework for dealing with International Mechanisms for human rights protection” concluded at the Diplomatic Institute at the Ministry Of Foreign Affairs, it was organized by the National Human Rights Committee for the benefit of the staff of the Ministry of Labour and Social Affairs. At the end of the session, certificates were distributed to the trainees.
Dr. Mohammed bin Saif Al Kuwari, member of the NHRC, in the closing speech called on the need to organize similar training courses for large enterprises in the state, explained that many problems arise due to lack of knowledge of the laws and direct educational tools for officials, staff, and workers with regard to dealing with International Mechanisms for human rights protection. Al Kuwari called on the importance of the appointing the so-called labor administrator in companies to listen to the demands, needs of workers, translate them into an easy- understandable laws, and coordinate conducting training courses for workers. Al Kuwari added if labor administrator exists in the large companies, most of the problems shall be resolved with best solutions from within the company. Al Kuwari also called on the need to issue folded brochures for workers including a summary on the labor law and the customs and traditions of the community and they should be available in all languages that the expatriates speak.
Al Kuwari pointed out that governments and nations recognized the rights of workers and the world as a way to establish a lasting peace, and that was the real beginning of the recognition and respect for human rights. He explained that the NHRC has keen interest in the right to work and the rights of workers in particular, in addition to its objectives including the the promotion and protection of human rights and freedoms. He added that the NHRC consider any excesses or violations of human rights, including the rights of workers, and receive relevant reports or complaints. He added, the NHRC conducts field visits to labour gathering locations and has important role in raising awareness.

Al Kuwari stated that this course is one of the best and useful courses organized by the NHRC in the recent period, the most important factors of this course that all trainees are from one institution and one department which makes them one team and facilitates the appropriate atmosphere to receive information, in addition, topics have been selected carefully to match the professional specialization of the trainees which raises the trainees interaction in all the working papers and activities. In the final day of the course, a questionnaire was distributed to the trainees about the extent of achievement of the objectives of the course, the material presented, objective of the course, and the timing and level of organization as well as general views on the theme of the course.

Mr. Jaber Al Hwail, director of the legal affairs department, stated we did a preliminary analysis of the responses to the questionnaire of all participants and the result was positive and offered proposals that we would benefit from in the future.
Dr. Mohammed Saif Al Kuwari extended thanks and gratitude to the lecturers and trainees in this course and also thanked the Ministry of Foreign Affairs, which hosted the course in the past three days.
The second day of the session discussed National legislation in the field of work and residence by Mr. Moemen Aldardiri, legal expert at the NHRC, and achievements of the Ministry of Labour in the development of the national labor market, opportunities and challenges, by Lawyer Yusuf Al Zamman. While the Swiss Agency for Development and Cooperation has provided a working paper on “Guidance, Challenges and Practices for Labour Inspection for Workplaces Employing Migrant Workers”.
On the closing day, Ms. Francesca Ricciardone, from Labor Solidarity Center presented a lecture on international labor standards and applied experiences. At the closing session Ms. Hala Al Ali, legal expert at the NHRC, presented 2 working papers on ILO standards and conventions ratified by the State of Qatar, and complaints received by the ILO against the State of Qatar.

Dr. Ali bin Smaikh Marri, Chairman of the National Human Rights Committee met in Riyadh, the capital of Saudi Arabia Mr. Khalid Bahah, Vice- President and Prime Minister of the Yemeni Republic, in the presence of Mr. Ezzedine Alasbahi, Minister of Human Rights of Yemen. Both sides discussed ways to cooperate on issues of common concern and mechanisms to support the Ministry of Human Rights of Yemen through activating the memorandum of understanding signed between the two sides recently in Doha, providing technical advice in the areas of monitoring and documenting abuses in Yemen, and how to deal with files and international reports of human rights organizations, as well as strengthening capabilities of officials working in the ministry and providing support in the development of the best mechanisms to achieve transitional justice in Yemen.

During the meeting, Bahah discussed the serious and grave violations of international humanitarian law by the Houthi militias targeting civilians and their property, bombing hospitals and medical staff and enlisting children, he stressed the need to prosecute all perpetrators of those crimes and bring them to national and international courts. The High Commissioner for Human Rights has called on the United Nations to establish a committee to investigate those violations. Bahah also talked about the tragic humanitarian situation of the Yemeni people.

At the end of the meeting, the Vice-President Mr. Khalid Bahah, Prime Minister expressed sincere thanks and appreciation to the State of Qatar on the efforts made to support the just cause of the people of Yemen and alleviate their human suffering, he also expressed his gratitude to the National Human Rights Committee for the support and human rights efforts and relief to lift the injustice for the Yemeni people.
