(The Statement)
The National Human Rights Committee of Qatar welcomed the statements made by the Ministry of Administrative Development, Labor and Social Affairs and stressed the importance of the State in protecting the rights and duties of workers and employers.
In this regard, the Committee appreciates the approval by the Council of Ministers on 25/10/2017 of a draft law amending the text of Article 7 of Law No. 21 of 2015 regulating the entry, exit and residence of expatriates amended by Law No. 1 of 2017 concerning determining the mechanism of exiting the expatriates from the State for the purpose of leave, in which the law stipulates that workers shall be discharged directly without the need to present a notice of leave except for a group of workers whose nature of work requires the employer to be notified in advance and to take prior approval.
The Committee also commends the announcement by the Ministry of Administrative Development, Labor and Social Affairs of its intention to put the law into force within the next six months, after completing the legislative procedures necessary for the implementation of this amendment, to take measures and prepare the necessary programs and awareness through holding workshops and seminars for employers to ensure that this amendment is applied properly .
The National Human Rights Committee expresses its full readiness to cooperate with all concerned parties within the State, especially the Ministries of Administrative Development, Labor and Social Affairs and the Ministry of Interior, in order to ensure the success of this important positive step and to implement it properly.
