Doha: NHRC: 13/5/2009): NHRC is organizing a training course for law enforcement on l legislation and human rights in Qatar at the Diplomatic Club, (17-21) May, with the participation of a number of NHRC advisers and Jurists led by Dr. Ali bin Smaikh al-Marri NHRC chairman and his deputy Dr. Yusuf Obaidan.
The workshop will kick off with a working paper by Dr. al-Marri dealing with, "Political Development in Qatar", and another by Dr. Yusuf Obaidan dealing with "The Qatari Constitution and the Political System" Two other working papers on "Human Rights in the Qatari Constitution" and "The Qatari Constitution and international Human Rights Criteria" will be presented by Councilor Mohammed Jadallah.
On the second day of the workshop, a session moderated by councilor Ahmad Fuad, will convene dealing with "Political Rights in Qatari Legislation"; a working paper on "Civil Rights in Qatari Legislation" and another on "Economic and Social rights in Qatari Legislation" will then be presented by Councilor Jadallah.
The workshop will also touch on the Law of Conflict Management.
On the fourth day, a working paper on "Qatari Legislation and the Rights of Workers"; and another on "Qatar’s Nationality Law" will be submitted by Dr. Noor Alhjayh. For his part, Dr. Bashir Saad Zaghloul will submit a working paper on the country’s Penal Code and the role of the judiciary in protecting Human Rights. He will also take up the subject of the role of the judiciary in the protection of human rights". A paper on "The Role of the Legislative and Executive Branches in the Protection of Human Rights" will also be presented.
On the 5th day, Dr. Hassan al-Sayid will submit two papers: one on "Constitutional Control of laws and by-laws", and the other on, "The Constitutional Court in Qatar". A third working paper on "The International Humanitarian Law" will then be submitted by Councilor, Mohammad Jadallah.
