The Training course on the "Ideal framework for dealing with International Mechanisms for human rights protection" concluded at the Diplomatic Institute at the Ministry Of Foreign Affairs, it was organized by the National Human Rights Committee for the benefit of the staff of the Ministry of Labour and Social Affairs. At the end of the session, certificates were distributed to the trainees. Dr. Mohammed bin Saif Al Kuwari, member of the NHRC, in the closing speech called on the need to organize similar training courses for large enterprises in the state, explained that many problems arise due to lack of knowledge of the laws and direct educational tools for officials, staff, and workers with regard to dealing with International Mechanisms for human rights protection. Al Kuwari called on the importance of the appointing the so-called labor administrator in companies to listen to the demands, needs of workers, translate them into an easy- understandable laws, and coordinate conducting training courses for workers. Al Kuwari added if labor administrator exists in the large companies, most of the problems shall be resolved with best solutions from within the company. Al Kuwari also called on the need to issue folded brochures for workers including a summary on the labor law and the customs and traditions of the community and they should be available in all languages that the expatriates speak. Al Kuwari pointed out that governments and nations recognized the rights of workers and the world as a way to establish a lasting peace, and that was the real beginning of the recognition and respect for human rights. He explained that the NHRC has keen interest in the right to work and the rights of workers in particular, in addition to its objectives including the the promotion and protection of human rights and freedoms. He added that the NHRC consider any excesses or violations of human rights, including the rights of workers, and receive relevant reports or complaints. He added, the NHRC conducts field visits to labour gathering locations and has important role in raising awareness. Al Kuwari stated that this course is one of the best and useful courses organized by the NHRC in the recent period, the most important factors of this course that all trainees are from one institution and one department which makes them one team and facilitates the appropriate atmosphere to receive information, in addition, topics have been selected carefully to match the professional specialization of the trainees which raises the trainees interaction in all the working papers and activities. In the final day of the course, a questionnaire was distributed to the trainees about the extent of achievement of the objectives of the course, the material presented, objective of the course, and the timing and level of organization as well as general views on the theme of the course. Mr. Jaber Al Hwail, director of the legal affairs department, stated we did a preliminary analysis of the responses to the questionnaire of all participants and the result was positive and offered proposals that we would benefit from in the future. Dr. Mohammed Saif Al Kuwari extended thanks and gratitude to the lecturers and trainees in this course and also thanked the Ministry of Foreign Affairs, which hosted the course in the past three days. The second day of the session discussed National legislation in the field of work and residence by Mr. Moemen Aldardiri, legal expert at the NHRC, and achievements of the Ministry of Labour in the development of the national labor market, opportunities and challenges, by Lawyer Yusuf Al Zamman. While the Swiss Agency for Development and Cooperation has provided a working paper on "Guidance, Challenges and Practices for Labour Inspection for Workplaces Employing Migrant Workers". On the closing day, Ms. Francesca Ricciardone, from Labor Solidarity Center presented a lecture on international labor standards and applied experiences. At the closing session Ms. Hala Al Ali, legal expert at the NHRC, presented 2 working papers on ILO standards and conventions ratified by the State of Qatar, and complaints received by the ILO against the State of Qatar.
