Organized by the NHRC in collaboration with the General Secretariat of the Council of Arab Interior Ministers launching the second International Conference on the challenges to security and human rights in Tunisia

The work of the second International Conference on the challenges to security and human rights in the Arab region is jointly organized by the NHRC and the General Secretariat of the Council of Arab Interior Ministers at the headquarters of the Secretariat in Tunisia. Dr. Ali bin Smaikh Al Marri, Chairman of the NHRC shall deliver a speech at the opening session as well as HH Mr. Mohammed Najem Gharsalli, Tunisian Interior Minister HH Dr. Mohammed bin Ali Koman, Secretary General of the Council of Arab Interior Ministers and HH Dr. Musa Burayzat, President of the Arab Network of National Human Rights Institutions, representative of the League of Arab States, and a representative of the High Commissioner for human rights. The conference shall be held during the period from November 3 to 4. The first session shall be chaired by Dr. Hadi Bin Ali Al-Yami, Chairman of the Arab Human Rights Committee, the Arab League; it discusses the role of human rights structures in the Interior Ministries in the protection and development of human rights where a number of working papers on the supervisory role and the punitive and preventive structures of human rights in the Interior Ministries are discussed. The second session addresses the implementation of human rights obligations through guidelines of the security institutions (standard operating procedures and internal mechanisms); working papers focus on the implementation of human rights obligations through codes of conduct provided by Mr. Ziad Kaed Bey, Head of Human Rights Department, Internal Security Forces , Ministry of Interior, Republic of Lebanon, In addition to the contribution of human rights internal mechanisms, guidelines, and programs in the implementation of international human rights conventions by Mr. Mazen Shaqoura, OHCHR office in Tunisia. Furthermore, recommendations of the Cairo seminar on October 29, 2015 on evaluating the activation codes of conduct, provided by Dr. Mohesen Odow, the National Council for Human Rights in Egypt. The third session is chaired by HE Mr. Mohammed Al Sabbar, Secretary-General of the National Council for Human Rights of the Kingdom of Morocco, this session covers the issue of international, regional and local partnerships with security institutions in the field of human rights and progress through a working paper on the role of partnership between the security institutions and the national human rights institutions provided by Ms. Fatiha Baghdadi, Algeria's National Advisory Commission for the Promotion and Protection of Human Rights along with a working paper about the partnership between security institutions and civil society organizations presented by a representative of the Arab Institute for Human Rights in Tunisia, while the representative of the High Commissioner for Human Rights shall submit a working paper on the partnership between security institutions and the High Commissioner for Human Rights. The second day of the second international conference discusses in the fourth session, activation of the recommendations of the first international conference on challenges to security and human rights in the Arab region in November 2014, the first working paper shall focus on the recommendations and activities that took place during the conference by HH Mr. Sultan Al Jamali, Assistant Secretary-General at the National Human Rights Committee of the State of Qatar, Besides a working paper on the plan of the General Secretariat of the Council of Arab Interior Ministers to activate the recommendations of the Conference provided by a representative of the General Secretariat of the Council of Arab Interior Ministers in Tunisia. The session concludes with a working paper on the integration of the recommendations of the International Conference within the reports discussed by the States parties to the 2004 Arab Charter on Human Rights by Mr. Mohammed Feziea, member of the Arab Human Rights Permanent Committee of the Arab League in Cairo.
