The NHRC participated in the regional meeting of experts on press freedom and human rights

The NHRC participated in the regional meeting of experts on press freedom and human rights which took place in Morocco during the period from 10 to 11 December 2015. The meeting was organized by the Islamic Educational, Scientific and Cultural Organization (ISESCO). The NHRC was represented at the meeting by Mr. Abdullah Ali Al Mahmoud, head of the Public Relations and Media unit at the NHRC, where he presented a working paper titled (national mechanisms for the protection and promotion of human rights). The Doha Center for Media Freedom also participated in the meeting and represented by Mr. Jaber bin Shafaa Al-Marri, head of the International Relations Center. Through the working paper he presented, Al Mahmood pointed out national mechanisms are national bodies, authorities, structures, and organizations involved in the promotion and protection of human rights at the national level, such as laws, particularly the country's permanent constitution, which embodies one of the most important achievements in modern history of the State of Qatar as it laid down principles of respect for human rights, pursue the democratic system, and build a society according to Justice, Charity, freedom and morals. The basic mission of the parliamentary committees on human rights, the judiciary, ministries, government bodies, departments concerned with human rights, including human rights departments at interior, foreign affairs and justice ministries, Department of the Elderly and Persons with Disability Affairs, Social Security department, and Office of the Ombudsman, is to receive complaints from the public and protect people from violation of their rights, abuse of power or errors or negligence, with the aim to raise these grievances and improve public administration, pointing out that the Parliamentary Human Rights Committees are one of the important mechanisms for the protection of human rights, work to develop the existing provisions of legislation that are incompatible with human rights and put amendments aimed at guaranteeing effective guarantees for human rights. Al Mahmood also discussed the important role of national human rights institutions as one of the national mechanisms for the advancement of human rights, pointing out that it lies between governmental structures and non-governmental organizations, and perform its prominent role in promoting respect for human rights and has the authority to negotiate with governments about overcoming obstacles to the realization and promotion of human rights; on the other hand, its independence from government bodies have the potential to create roots in the community, communicate with non-governmental organizations concerned with human rights and support their demands in promoting respect for human rights. He pointed out that the NHRC is one of the most important human rights protection mechanisms and said: Decree Law 38 of 2002 on organizing the NHRC, established it as a national official organization for the promotion and protection of human rights in Qatar. The NHRC has played its role and performs its mission at the local, regional and international levels. Due to its independent work, transparency and commitment to the principles of Paris, the NHRC accredited by the International Coordinating Committee (ICC) status (A) in 2011 for a period of five years and renewed accreditation for a similar period until 2020.
